dealing with a sinkhole that opened up in a mobile home park. and in mountaineer view, the ground has given away, forcion evacuations inside of sahara gardens park. those are just some the new problems surfacing from last week's storms. the city of san pablo is meeting with frustrated home owner there's to help get them money to cover what happened last week's landslides. >> a race against time for the six home owners who got a chance to meet privately with city officials. san pablo oh o fixes including the city manager and a soils engineer. the question is whether they will get state money to repair on hill or will the houses on the street come tumbling down. entire back yards disappeared. decks and steps in mid air. the city cut down trees that were about to topple and they called in experts.

>> the slide repair we are estimating about $5 million it will cost to repair are so that is beyond the capabilities of the city of san pablo so we are reaching out for state and federal assistance. >> got not going to beat out anything in the house unless the city has funds to fix it. >> the walter's families house was yellow tagged so they are living in a hotel now. the common complaint is how long it will take to get a repair underway. a lot at stake as you can see. the city says in the meantime they are setting up a donation fund at mechanic bank for helping out some of the displaced families. reporting live in san pablo, leslie brinkley, abc 7 news. some of the other problems, an ambulance crew had to work its way around a mud slide in morgan hill to rescue a woman who appears to have suffered a stroke. the santa clara county emergency team there was to check on residents and found the woman. she was wheeled out and taken

to a local hospital. about 20 residents are cut off by a 200-foot long mud slide, the situation with the sliding hill in hercules is getting worse tonight. the city added more barricades to hold back the mud but experts are not optimistic. hard to believe but the dry spell we are now enjoying could still cause problems because the hill is like a sponge. >> once it swells up with water it expands and then when the water starts to leak out and dry out it starts shrinking back down and just that movement in itself can cause the hill to slip. >> hercules declared a local emergency and hopes to join with the city of san pablo in asking the state for money to join home owners. >> a major slide blocking highway 101 on the north coast. it occurred at the southern end of the avenue of buy it and thes. pictures show a 50-foot wall of mud and trees blocking the four lane roadway. you can see that clearly here.

highway 101 is the only major artery into humboldt county. there are no detours available for truckers. it could take a couple of weeks to clean the mess up. from weather coverage to other news. new allegations in the law enforcement scandal that rocked contra costa county. norman welsh and four other police officers face a civil rights lawsuit. they are accused of stealing property seized during illegal searches. the story from laura anthony. >> the officers are acting like mobber tosters and gangsters. >> reporter: he says his clients were rights were violated. >> five different occasions we found a similar modus operandi. they would conduct a raid and sometimes return property and sometimes they wouldn't. >> according to the attorney the surveillance video shows

the welsh led team of officers gun strong conducting a search of the property in october of 2009 with a warrant ob stained under the premise that it was a front for a marijuana growing operation. the suit claims three antioch police officers were in on the search. joshua vincelette, james winesgarver and steven ayello. he says it shows them climbing the ladder to turn the surveillance away from the search activity. >> had a bunch of expensive sports memorabilia taken. is not criminal activity. this is not evidence of the crime. >> much of the evidence was never recovered from the police even though no kimal charges were filed against the o'tooles. the computers were returned only oft that he got a court order. in her to case ford claims welsh and others entered the

blendwood home of jenifer curtis and took expensive jewelry gift cards and cash that was never returned. she, too, was never charged with a crime. michael cardoza is the criminal attorney for welsh. >> there is blood in the water, there will be attorneys to try and seize opportunities to take advantage of norm welsh's situation. >> reporter: besides the three antioch officers another member of cnet was named in the lawsuit. the city of antioch is also named. i spoke with the city attorney late today. we would not comment on the suit except to say that norman well esche has not been an employee of antioch for a long time and that the three antioch officers have never been employed by cnet which is run by the state. in antioch, laura anthony, abc 7 news. residents of a usually quiet hayward neighborhood got a scare when three men running from police decided to hide in their homes. is home surveillance video of

the suspects ramming a stolen jeep into a police car. police say the men just burglarized a house on leeward street with the woman still inside. they got out and took off running as you see. police went looking door to door for them. snipers took to the roof tops. eventually police found two suspects. one hiding in a backyard shed and the other inside a house. the third man has not yet been found. >> it indicates he is still within our perimeter. if we tonight develop anything further than, yeah, we're clear. >> it took place more than 7 hours to clear the scene. neighbors say they recently started a neighborhood watch because of all of the break-ins. former state controller steve wesley has close connections to the president and tonight that relationship is being questioned in connection to hundreds of millions of dollars in government loan guarantees. mark matthews with a look at the investigation done by abc's brian ross anded center for public integrity.

>> when they came to san francisco -- when the president came to san francisco he went to save wesley's house for the fundraiser. wesley has raised a half a million dollars for the obama campaign. he attended january's white house state dinner for the president of china. in february he met with the president on the peninsula for dinner with steve jobs and google's ceo and as investigator reporter brian ross noted his capital company boasts it is uniquely positioned to take advantage of the obama administration interest in green energy. four companies tied to wesley secured over a half billion dollars in loans and grants and the white house since had him appointed to a special advisory forward for the secretary of energy. >> the company that got the bulk of that money was tesla. wesley is an in vetment in tesla motors but it is not his company. he would not talk to abc's

brian ross. >> but a spokesman sent us this statement from wesley saying the department of energy loans mentioned in the report were all awarded before i joined the secretary of energy's advisory board. each company went through an open and competitive application process. also mentioned in the report, the fremont company sulindra which received a half a billion dollars government loan from the department of energy. in spite of the cash they were forced to close a factory and lay off workers. >> because they had to lay people off does that necessarily make them a bad investment that the government put money in there? >> not at all. time will tell. >> wade runs an alternative energy in san francisco and he is a big supporter of the president's but says the government should have based the financial assistance on standards. any company able to meet the standards would get the help.

investigators are trying to figure out what caused a fire docked at a boat house that brokeout just before noon. it took crews 15 minutes to put the fire out. it did not spread to other boats. a big rig caught fire with another vehicle after crashing with another vehicle in

richmond this morning. the truck was hauling oxygen containers but none apparently was broken in the wreck. a small amount of diesel did spill on the freeway. no one was injured but the wreck did back up traffic for miles. you can see it it as we pull out a bit. as the government con cedes deget in his efforts to get it on the ballot for voters to decide, more on what is coming. nannette miranda is in sacramento. >> reporter: after budget talks broke down dozens of disabled patients are now scared. with no hope for a june special election, with voters to renew temporary tax hikes that might save government services, another $13 billion or more in budget cuts has suddenly become real. >> it is a sew sigh -- is society going to look after her or leave her to the wolfs. asking for basic food and

shelter for people that can't provide for themselves. >> reporter: teachers are nervous, too. public schools are expected to take the brunt of the budget axe in an all cuts scenario making it unlikely pink slip letts be cancel. >> we will lose counselors and athletic programs will be cut further. our district will be unrecognizable. >> democrats say they will find a way to avoid an all cuts budget but the options are problematic including one that tests legal waters. voters passed an initiative that allowed state budgets to be passed by simple majority. anything required is still supposed to require a two thirds vote but the attorneys say that is not true you, that can go aroundgo ancestry republicans. >> the california labor federation is speaking about a citizen initiative asking for taxes on a november provisional ballot.

>> we have to figure out a way to keep the state of california from imploding. >> by november the taxes might be a tough sell. they will have to be called new taxes. in sacramento, nannette miranda, abc 7 news. work is about to begin in richmond to transform a former nursery contaminated with pesticides into a site for housing and open space. federal, state and local agencies kicked off the cleanup project at the old nursery at south 47th street and florida avenue. crews will soon demolish the world war ii era greenhouses and clean up the toxic chemicals thanks to seed money provided by the federal government. >> it should take less than a year to fin finish the cleanup to get it taken care of and everything can be safe and then we can actually start moving forward and putting the urban forests facilities out there. we also have greenhousing that

appears he will not be on the stand. it is unknown why. the prosecution will be in the home stretch of its perjury case starting tomorrow when it calls the final witnesses. personal assistant kathy hos kips was expected to say she saw him injecting bonds. abc legal analyst dean johnson feels the prosecution has failed to deliver so far. >> as a prosecutor you want one piece of evidence that goes before the jury that is just absolutely irrenewable by the defense. something -- irrefuteable by the defense, something you can say ladies and gentlemen, the defense can't explain that. thus far, the prosecution doesn't have that. it is called a couple of witnesses that they said would have the one inexplicable fact hasn't happened yet. i don't see the doctors or kathy hos kins providing a bomb shell that is going change that. >> bonds is on trial for

telling a 2003 grand jury he never knowingly used anabolic steroids or growth hormones. the fbi is asking the public to help solve a 12-year-old murder case. the case hinges on these coated messages. they were found by ricky mccormick in a field near st. louis back in 1999. mccormick wrote the 30 lines of numbers, dashes and pa ren that that cease. they think it may contain a clue about who killed him. his family says he used encrypted notes since he was a child. the family says even if the codes are grocery list or a love letter or something of that kind they still want to see how the code is solved. they say it as system that they know nothing about. when abc 7 news at 9:00 continues here tonight. covert operations on the ground

and that includes those working inside the reactors. >> i don't think that they are at extraordinary risk unless something really goes wrong. >> so are you saying that years from now we are not going to see a percentage of the workers coming down with unusual rates of cancer? >> that would be extremely unlikely. extremely unlikely. >> in fact, he spent a full day inside the exclusion zone with no protective gear or monitoring device of any kind. he says the radiation is not dangerous enough even in the exclusion zone to be harmful over a matter of days. the real danger for an adult he says would take prelonged exposure. dr. gail is so confident in his own health he says he has no plans to get tested himself. remember the three plant workers hospitalized? they have been released. they have severe radiation burns to their feet and legs. the doctor says the kind of

radiation they he were exposed to only damages the surface of the skin and he expects them to have no long-term risks of cancer. president obama today says that he wants to reduce u.s. oil imports and is not afraid to use nuclear power to get there. responding to a three month rise in gas prices the president set an ambitious goal of reducing imports by a third and increasing the use of biofuels and natural gas and making cars more fuel efficient. the president says nation's energy culture must change. >> here is the bottom line. there are no quick fixes. anybody who tells you otherwise isn't telling you the truth. and we will keep on being a victim to shifts in the oil market until we finally get serious about a long-term policy for a secure affordable energy future. >> gas prices have gone up 50 cents a gallon this year. republicans blame the white house and the sloe pace of

scientists told the food and drug administration today that there is some evidence linking food dyes to hyper activity in children. the artificial dyes are found in everything from cereal to soft drinks. the fda says there is not enough evidence to say they contribute to adhd but some parents disagree. >> on the ground, screaming, at one point she was actually clawing at her own face with her finger nails. >> the fda will hear public and industry testimony and is expected to make a recommendation sometime tomorrow afternoon. we will, of course, pats it along. a pennsylvania trucker may have saved his own life by crashing his 18 wheeler. rick taylor was eating an apple while driving and started choking on it and couldn't breathe and passed out. he crashed into a concrete median and the apple dislodged when smashed his chest against

the steering wheel. the doctors back it up and say it could happen exactly that way. bay area researchers believe a compound found in labs across the world could we used in the fight o age related diseases. the story from carolyn johnson. >> if these tiny worms swimming under a microscope were human they would be way past social security. in fact an experimental technique is dramatically increasing their life spans. >> we found that around 60% increase and 70% of increased life span. >> reporter: the extended life span is the result of a compound better known in labs around the world as basic yellow number one. a common dye use alzheimer's research for decades.
